DILG conducts BNEO Seminars

Porac, Pampanga – Newly elected Barangay officials attended the 3-day Barangay Newly Elected Officials Program (BNEO) Seminar held at Oxford hotel, Clark. The BNEO is the starting point in preparing the newly elected officials of the barangay in facing and overcoming the challenges of leading the smallest political unit of the country towards development. This part includes the general orientation of newly-elected barangay officials on barangay governance and administration. The training activity leads in to crafting their Barangay Agenda for Governance and Development (BAGAD) which utilizes the data available on the state of barangay governance.

The three-day capacity development seminar for barangay officials BNEO contains skills trainings on Basic services and facilities; Roles, Duties, Responsibilities and Benefits, Organizational structure basic finance and Legislation of the Barangay, Sustaining good governance; Full Disclosure Policy and barangay Based Institutions, New Challenges on Issues Pertaining to Environment & Social Concerns and discussion of Salient Features of RA 9262.
BNEO becomes a venue for local leaders to draft as a team their Barangay Agenda for Governance and Development, Barangay Development Plan, and the Barangay Capacity Development Agenda. It provides guidance in ensuring smooth transition, conduct of orientation course, planning, citizenship building, performance management, specialized courses, and awards and incentives. It also orients officials to the Barangay Based Institutions which are mandated by law to assure the efficient operation and set the proper venue for peace and progress in the barangays, said Miranda.
