PORAC LGU TOUTS MULTI-PARTITE MONITORING TEAM AMID LANDFILL SAFETY CONCERNS
PORAC, Pampanga—Porac Mayor Jing Capil has underscored the municipality’s commitment to environmental protection and public safety following renewed concerns over landfill operations triggered by the deadly PrimeWaste landfill collapse in Cebu City.
In a letter to IORBITNEWS, Capil referred to the January 8, 2026 article titled “Porac Residents Fear for Their Lives After PrimeWaste Landfill Collapse in Cebu,” and conveyed the Porac local government’s condolences to the families of the victims of the Binaliw Landfill tragedy. He said the incident highlights the “critical importance of proactive environmental governance and strict regulatory compliance.”
Capil noted that the Porac LGU had already taken preventive measures as early as December 22, 2025, when the municipal government convened with the Department of Environment and Natural Resources (DENR) Region III, the DENR–Environmental Management Bureau (EMB) Region III, the DENR–Provincial Environment and Natural Resources Office (PENRO), the Office of the Governor, the Office of the Vice Mayor of Porac, and the Municipal Administrator.
These discussions led to the formation of the Bayung Porac Multi-Partite Monitoring Team (MMT), a body intended to ensure effective environmental governance as Porac continues to grow as an economic and industrial hub.
To institutionalize the MMT, Executive Order No. 059, Series of 2025, was issued, amending provisions of Executive Order No. 48, Series of 2025. The executive order states that Porac, as a first-class municipality, seeks development “founded on a clean, safe, and sustainable environment and a balanced ecology.”
Under its mandate, the MMT monitors compliance of industries and establishments with their Environmental Compliance Certificates (ECCs) and applicable environmental laws, conducts quarterly inspections and environmental monitoring in coordination with the EMB, and validates self-monitoring reports.
The team is also tasked to submit monitoring and compliance reports to the municipal government and the DENR-EMB, recommend preventive and corrective actions, facilitate stakeholder participation, and establish mechanisms for handling environmental complaints and emergencies.
Capil said the initiative reflects the Porac LGU’s resolve to safeguard both the environment and public welfare amid rapid economic growth, assuring residents that the municipal government remains vigilant in protecting the safety of all Poraqueños. IORBITNEWS
